Usually, our vendors don’t make listings, but they should still be able to submit offers. We have enabled allow direct registration for vendors, however newly created vendors can’t submit an offer without creating a listing before that.
How can we fix this? This is critical and urgent to us, so help would be really appreciated.

We checked this issue from our side, and it seems okay. If the user has registered using this function: How to add a vendor registration form - HivePress Help Center, then he can submit an offer on request. Please disable third-party plugins and customizations (if there are any) and check if this issue persists. If you use a caching plugin, make sure that caching is disabled for logged-in users. If this issue exists, please provide more details (e.g., your actions step by step with screenshots, etc.). This will help us to reproduce and resolve the issue faster.

I have now used a fresh instance RentalHive and when I add the /register-vendor to the menu-bar I get redirected to the Login-Page. Why is that? Doesn’t make really sense to direct the user to /account/login/ instead of showing a registration form?

Yes, the first page after switching to direct registration is the login/register (a common page for any type of user). If you need to redirect to the registration page instead of the login page, you can overwrite the User Login template in HivePress > Templates, please check this doc How to customize templates
