Assigning Requests to users

Hello, I would like to assign requests to users. I am getting data from a form and would like to manually create this as a request and post it, but for the user so that they can get the offers themselves. Is there a way to achieve this.

  1. Are requests posts, so they can be assigned to a different user?

You can add these requests from the backend, and choose users.
