Commission is not calculated at request order

I have set the commision for users at 10% and the commision for vendors at 0%
If a user books a vendor the 10% commission is charged, so this part is working

But if a vendor sends a offer on a request to a user, the user does accept the offer and start doing the payment the commission is not charged.

Is there something I missed in the settings?
