Declining a listing without deleting it

Hello.

Currently, if you get a listing submitted by a user, that you are not happy with, you have to delete it or edit it yourself.

If you delete it the user that submitted it has to start all over again, with images and information.

Is it possible to keep it as a draft, and send it back to the user, preferably with a message pointing out the flaws to be corrected, so that the user can edit the draft and submit it again, instead of starting from scratch.
