How to make non-venders unable to make any offers to the requests

In the HivePress marketplace with the Requests plugin feature, currently all the users, even non-venders, can make offers to all the requests, but the purchasers cannot get any services and any notifications by emai if they are non-venders who make offers against the requests.

So, I wanna restrict for the non-venders to unable to make any offers. How can I do that?
