How to set up a mailing list

I’m not sure if this is something that’s actually related to the hivepress theme or not, but how would I make an email list that regularly sends emails of relevant jobs to those who sign up?

Would it be as simple as downloading some plugin? Or would there be more steps involved to get my own “newsletter” set up that will send tailored job results?
