I want to send message to vendor when submit of Payouts Request

Hi,

I would like to express my gratitude for your outstanding plugins and your assistance.

By default, when a payout request is submitted, an email is sent only to the admin. However, I would like to send an email to both the vendor who submitted the request and the admin.

Is this possible?
