Is there a way to make identification required for new users and hosts?

Is there a way to make identification required for new users and hosts? To prevent any cases of theft/fraud, I want to be able to have the users identification when the user first registers. Two images would be good, an ID and a current photo. These images should be available to us in the back end.

Also another question I had are if security deposits are auto deposited back to the users once the book has been completed and the items have been returned. I couldn’t find much information on this matter but it is very important to me as I will be running a rental marketplace.
