We can publish a Request, and other user can submit an Offer, but how can every user mange his own offers in the frontend?

If you mean to edit offers then unfortunately there is no such possibility in the current version. But vendors can delete their offer and add a new one (this feature was added in the latest update).
Is not exactly what I mean. The user who publish a request, how can read the submit offers of other users if don’t have permissions to use wordpress admin panel?
If you mean the request author, they get an email notification for every new offer, also they can view offers on the request page. If some offers are hidden and appear in the WordPress admin panel only, please make sure that these offers are approved (by default offers require an approval, you can disable this in HivePress/Settings/Offers section).
