I checked “Notify vendors about new requests” in “settings > requests.” However, other emails, such as welcome emails, are sent normally, but only the Request Notification emails to all vendors are not sent. What could be the problem?

I am using WP Mail SMTP Pro. And my SMTP plugin is set up correctly. The reason is that all emails for all events are sent out just fine, except for this request notification email. What am I missing about the request notification email?
