how to make it so that when a vendor/user deleted his account, his listings are linked to another account (perhaps preset the same for all users) and go into a pending status (not to be shown on the site)?
And is it possible to make that the administrator can restore the account of a deleted vendor/user?

Unfortunately, there is no such feature, but thank you for your feedback, we will consider adding it.
Also, as a workaround, you can disable the delete feature in the settings so that users cannot delete themselves and add a separate form for receiving deletion requests. Then, the administrator can choose which user to transfer this data to when deleting. If you have the deletion function enabled in the settings, then recovery is only possible through a backup.
