Add default Extra item to all listings

There is an item called “Travel fee” which is required to be added by all vendors. Unfortunately, most of them forget to add this and this requires me (website admin) to add this manually before approving a submitted listing.

My intention is to add the item “Travel fee” as an “Extra” by default. That way, vendors just have to enter the price of the Travel during submit listing process. How can i do that? See screenshot.
