You can add Host in WordPress Dashboard > Hosts > Add new.

When you add a new vendor, you will see the User drop-down list where you must select the user with which the vendor profile will be associated.
But we do not recommend creating vendors this way. The best option is to use the standard creation, i.e., register as a user and publish at least one listing; then the user becomes a vendor automatically. Or direct vendor registration - How to add a vendor registration form - HivePress Help Center
