When vendor is NOT signed in I want to change text ‘Sign In’ button to ‘Expert Sign In’
Already tried Loco Translate, but could not find ‘sign in’ anywhere.

Please check this text in Loco/Plugins/HivePress. Note that it will be changed globally, unfortunately there’s no way to detect the user role if the current user is not logged in.
