How can I display all vendors in the Vendors page as soon as they sign up, even with no live listing?

If you enabled Direct Vendor registration, then all new vendors should already be shown on that page.
If direct registration feature is disabled, the “vendors” page will only show vendors that have at least 1 listing posted.
It is enabled, but they are not showing. Only vendors who created a listing are showing.
Sorry for the confusion. By default, all users are required to add at least 1 listing and get it approved by the admin, otherwise their vendor profile will stay in Draft status. Please make sure that you approved listings of these vendors, or if you don’t require listings in order to become a vendor please enable Direct Registration in HivePress/Settings/Vendors section, then vendors can register without adding listings via the “/register-vendor” URL (e.g. you can add it to the main menu).

I also tried to use the Add Vendor template, using the User Registration Form block, but I cannot view the template, and no option to preview. What am I missing?

I have done this - I need to keep some plugins eg Loco Translate as I am using it. I have removed all CSS snippets (though I would like to keep them). But still the “/register-vendor” url does not work. Just redirects to homepage.
Should there be a page or post with this url structure? I found the simple registration form, but it still does not add a new signup to the directory.
It is also weird that I cannot preview or view a new Template that I create, which is different to what I see in the video.
