Does Search alert plugin notify vendors after new request?

I need to know the feasibility of this plugin. On my website, I want to notify vendors instead of customers that a new request (request page) is generated by a customer.

Yes, if a vendor has added a search alert then the vendor will receive an email when a new request with some parameters will be added
