Email sent to experts personalized according to the selected categories of requests?

Hello, when a new request arrives, it sends an email to all the experts. Is it possible to send emails only to the experts concerned by the request?
Example: a customer requests quotes for masonry. I want the emails to be sent only to masons and not to everyone. is it possible to do this?
