I need a way to charge a subscription fee to users who make offers on requests; I want requesters to be able to post for free but to apply you must be a subscribing member.

Hi,

It’s possible with the HivePress Memberships extension. You can limit the ability to make offers and only users with an active membership plan will be able to do that, but there’s no recurring billing feature yet.
