How to install a theme

Hello,

When I go to install the experthive theme, I only can do so if I purchase a wordpress creator package. Is this correct? It is requesting a 300$ upgrade before I can install the theme.
I understood this was a free wordpress plugin from the hivepress web information.
Appreciate clarification on this.
