Is it possible to create a community tab like this with the themes?
Yes, you can try using bbPress plugin for this purpose (we previously used it as the community forum), but I highly recommend keeping a community forum separately from the main website because topics and replies would be stored in a separate database, otherwise they may cause performance issues (if stored within the same database as listings, vendors, etc).
