I’m building my first website and want to offer customers up to 5 free advert listings per week. And then potentially charge them for adverts beyond the 5, each week. Can this plugin make it so that a customer can only place up to 5 ads for free each week, then will be charged for subsequent ones? I aim for the adverts to serve individuals selling used items, not businesses.

For your described use case, the Memberships plugin should work well. It allows you to monetize your site in various ways, such as charging users for posting listings, featuring them, hiding specific information from users and requiring a plan to reveal it, and more.
Please note that Memberships doesn’t offer subscription functionality out of the box. Once a user reaches their plan limit, they’ll need to manually renew it. If you want automatic recurring subscriptions, you’ll also need the WooCommerce Subscriptions plugin.
You could also consider using the Paid Listings plugin, which is free. However, please be aware that it will be deprecated shortly and won’t receive further updates, as we’re focused on improving and developing Memberships.
