The user fills the listing page after login/ registration. They submit which brings the select package/ subscription page. Now if the user goes back to add listing form/ page, many controls like Category gets reset and if there is a selection based control in place, all those dependent controls vanishes. User have to again fill it up and submit. However few controls which are not dependent on parent control (to be selected) contains the pre-filled values.

Please disable third-party plugins and customizations (if there are any) and check if this issue persists. If you use a caching plugin, make sure that caching is disabled for logged-in users. Also, please provide more details. Does the order get the status of being processed or completed after checkout? If so, there is no need to return to this page; the listing will be published or submitted.
