I have both the memberships and paid listings plugin activated. I would like Vendors to have to pay a monthly fee, and then on top of that can purchase packages for various amounts of listings. Both vendor and listings details will be available to all site visitors. It will be free to post a request, but ONLY paying vendors/listers will have access to the Requests page. Is it best to use Memberships or Paid Listings for this? I was thinking Paid Listings but it does not allow me to select ‘zero’ as the maximum amount of listings for a company that would only want to be a vendor (but I still want them to have to pay a monthly fee to be on the list) I do know I need woo subscriptions for the ongoing payments.

For the use case you described, the Memberships plugin would be a better fit. It offers much more flexibility when it comes to setting restrictions, and it also supports subscription renewals when used together with WooCommerce Subscriptions, a feature that Paid Listings does not provide.
Additionally, please note that Paid Listings will be deprecated soon in favor of Memberships. This means it will no longer receive new features and will only be maintained for compatibility.
