Please navigate to HivePress > Settings > Requests > and make sure that the Manually approve new requests feature is disabled. If this feature is enabled, disable it and try creating a request again.

I see. Then it is most likely caused by caching, we recommend checking your caching plugin. It is also possible that the hosting provider is caching, and we recommend checking it additionally.
