Phone field in checkout is always Optional Woocommerce

Hi
I have HivePress Marketplace and on the Order Validation page (woocommerce) it is impossible to change optional telephone to required I tried to change everything from the customization page snippet code the Checkout Field Editor for WooCommerce plugin nothing works which has the same problem please
