I would like to offer a special perk to top-tier members that they would have 24-48hr sneak peak access to new requests before they hit the requests page. Is this possible? Or would I have to manually seed an external document with the newly incoming requests?

Could you please clarify how the requests are selected for this type of mailing?
If the selection is based on criteria such as “new requests,” you can use the built-in Notifications feature or the Search Alerts extension. Both options can be limited to premium vendors using a snippet, if you already have the Memberships plugin installed.
