What’s the difference between attributes in users and attributes in vendors?

What’s the difference between attributes in users and attributes in vendors? When I create attributes in users, they don’t show up anywhere, even though I have selected visibility areas. Only attributes in vendors work properly, so I don’t understand why there are also user attributes if they don’t work.
