When I refuse a listing, it's still charged to the owner

Hi,

I have created a package which allows a user to publish two listings. The problem is, when I refuse a listing, the amount of listing left for the user to publish is one, instead of two. So that means the user paid for 2 listings, but if one is refused, it’s lost… How can I fix this ?

I want my package to be 2 listings that are actually published, not just the possibility of adding 2 listings and if the listings is refused, it’s lost…
