Listing reports are sent to your admin email. If you don’t receive these, please make sure the Allow reporting listings setting in HivePress/Settings/Listings is enabled and please make sure that there is no empty email template for the Listing Rejected event in HivePress/Emails.
on a local mamp server, can complaints be sent by email?

It all depends on the local program you are using, so I recommend that you check the documentation. For example, we use the Local program, and there is a feature to receive notifications by email.
