Hi, if two users posted a featured listing on my website, which one would go first? Is it the one that was posted last, or the other one? Or maybe the featured listing ranking follows different criteria than the publishing date?

The order is random. It’s necessary to ensure that each featured listing gets an equal number of views.

for instance, if my website randomly decides that a featured listing has to be on top of another one, will that listing always be as such? or will the order change every time a listing page is loaded
Yes, it’s random on every page refresh to ensure equal exposure, e.g. if you have 2 places for featured listings and 10 featured listings they will get the same views on average.
