I am still in development mode for my site and learning the features as I go. I am now exploring requests. When the new visitor selects ‘submit a request’ and they are asked to login, will this create a vendor profile for them? I do not want this. I only want them to be able to login to post to the request board, and also be able to view the list of vendors. My requests board will not be monetized, but the vendors and listings will be monetized.

I don’t use the Requests extension myself, but no, I don’t believe users are considered Vendors if they’ve only posted a request.
I think requests are intended for regular users to posts, and Vendors to reply to.
Vendors and listings can be monetized completely separately.

As ChrisB answered, Requests are primarily designed for users. Since users don’t have a dedicated page and aren’t displayed on the front end, they wouldn’t be easily discoverable.
