Yes, this email is sent to the site admins, not vendors, to notify the admin that the payout failed (transfer from the site admin’s Stripe Connect account to a linked vendor Stripe account). Sending this notification to the vendor requesting the payout wouldn’t make much sense because vendor can’t do anything about this, this error should be resolved by the site admin (e.g. if there’s not enough funds on the main Stripe Connect balance).
